out the political side does the strategy and the military side does the tactics. isn't the commander and chief in, that of the goal. >> the pentagon will say we put a punch -- bunch of strategies together and taken to the white house and they said too soon. past generals says it's embarrassing. listen to general bob scales? >> i guess the word i would use, kimberly is embarrassed. somehow the military is detached from this? i know credible sources inside the pentagon have told me time and time again. they have taken options, they have taken a scenarios. they have taken plans to the white house, to the senior leadership and on every single occasion they were told too soon. >> this is in response by the way in case you missed it this week josh ernest the white house spokesman saying this is the pentagon's

fault. we are waiting on them. dragging their feet for some reason. >> not good when the secretary has to explain what you meant to say. >> we just saw from the pentagon a little over a week ago we heard from chuck hagel and the joint chiefs of staff general martin dempsey and derpsy said we have to address sierra if -- syria. most difficult thing and makes al qaeda look like school children. that wording makes you think that the military is ready on-to-act on this and that they do have a plan. charles krauthammer was on "special report" last night. he said the president is looking for a scapegoat. >> this is president who cannot decide. and on this he obviously cannot decide. what does he do? instinctively he blames somebody else for the so-called misinterpretation of this thing about strategy. and his spokesman today said well he hasn't received the options from the pentagon. you could see the pentagon

spokesman was just at the edge of saying what the hell are you talking about? >> talk to anybody in the military now, recently retired, i mean, i can't think of any who supports the president's leadership on the middle east. depressing. all right, to tony stuart, he is, of course, the race car driver, the nascar driver who at1÷ couple weeks ago aapparently accidently killed another man on the track. he has announced he is going to come bang and race again. >> he made a statement yesterday man, is this guy shaken? should he get back in a race car? this is what he had to it say yesterday. >> this has been one of the toughest strategies -- tragedies i have ever had to deal with both professionally and personally. this is something i know will effect my life forever. i know the pain in the morning that kevin ward's family and friends are experiencing is something i can't possibly imagine. i think that being back in the car this week with my

and david cammeron is doing the opposite. i would say we ought to go to deaf con 1. sends a signal that america safe than sorry, tucker. and we have no increase or no warning improvement. when benghazi happened. usama bin laden is dead. gm is alive. don't worry about it that's where we are today. we need to get serious. plan how the president's refusal refusal to put us on a higher level of alert increases terrorism in the united states? >> well, if i was an adversary and i see that the united states has not increased their terrorism alert or any alert globally because we don't know whether they are going to attack us in uranium, in north africa, in arab sharks the united states we just

don't know so we need to send out a signal to every american, to every embassy and all americans that we have gone to an increased readiness. y'all were hitting it very well. do we want to destroy isis which secretary hagel general dempsey talked about a week ago deter them or dissuade them? they put that on the pentagon. the pentagon does the planning and the execution. the pentagon has not gotten any guidance from the white house what the president wants to do. it goes right into the oval office. is he kicking the can down the road. and if i was an adversary and terrorist, i would say now is the time to move. just like putin is doing in the ukraine. they are moving against us.

took out an nypd helicopter. last sunday a man flew a drone over a preseason game. medical emergency, a drone prevented a helicopter from landing at a hospital. >> so with so many drone incidents, and we're not talking about military drones, these big ones, these are little itty-bitty ones these hobbyists do. what should we do about this? who is regulating these drones. pilot and aviation expert. these drones are so cool and they give you great video. but who is regulating them? i just naturally think the faa is. >> unfortunately that's not what's happening. the faa came out with a memo some years ago in 2007 quote memo 91 a 7 where it said it was regulating drones. the problem is it neff made that into a law. it just simply said we will regulate it. this is what you should do. if you don't do it, we are going to site you with 9113.

9113 says you can't operate an aircraft in careless manner. they aren't aircraft. they have in their own documents said they are not going to regulate model aircraft because they are not the same as regular aircraft. there is a contradiction here that has to be solved. regulation are different if it's being used for commercial purposes or recreation purposes but boy should you care if there is a person from amazon future his stickily delivering something for a commercial purpose or a hobbyists doing something for fun if it is causing problems with law enforcement and medical emergencies? >> right. the example i use all the time is if a farmer is playing out in his fields with a drone and doing loops to loops all over the place that's legal. if he takes that same drone and flies it over his crops to take a look at them and make sure they are okay that's illegal according to the faa's memo. again, it's not made into the law yet. >> as a pilot do you hate these things. >> as a pilot i had

encounter with those. final approach. we saw we thought was a bird out our right window. i had a co-pilot with me. it's not a bird, it's a drone. they are watching us. >> a drone over times square and it crashed into a building. >> yeah. >> how can you tell hot operator is? can you track it back somehow? >> they are usually not too far away from these things. the regulation should say and the memo certainly says it has to be within visual control of the operator. this way you can see where it's going. otherwise, local law enforcement would have to do an investigation each and every one of these things. if there was a law to back them up, better laws, then we have better enforcement. >> it's going to take that unfortunately, it's going to happen sooner rather than later, we have to get this done now. instead of the faa, what the faa is doing now is apeeling the judge's ruling that says these aren't aircraft. let's stop wasting time

i bring up scott peterson all the time. there was very little physical evidence to convict him of killing his then pregnant wife 10 years ago but the jury hated him. now he is on death row. the prosecution started on that on closing statements. they said the sympathy factor should not be impacting your decision. you need to he focus on the letter of the law. ands that's true. why know as defense attorneys it is what it is, sympathy does play into it. >> how are you going it to fight that off? >> if you are a d.a.? >> you can't. you just make your best case with the evidence that you have. >> did this they have 911 calls on this one? >> there were 2 two 16-year-olds boys. this shows a time line in which there was no time for barajas to go back and get that gone. one of those 16-year-olds said he saw barajas walk away from the scene and come back and some v. some sort of alter altercation. >> was the window up or

and what's really tragic is when the president said we don't have a strategy, he might as well have said we don't have a clue. i want to roll back to last week. one day had chuck hagel and martin dempsey chair men of the joint chiefs of staff saying isis represented the greatest threat we have seen. really helping us to understand this is not just some minor, contained terrorist group that's located in a tribal setting. but they looked at it as a global threat. the next day they come back and the president says no, it's really not that bad. dempsey are all walking it back. look, somebody is running the story here. and the story is let's down play this. but that's like saying i have got a massive tumor inside my intestines but i'm just going to pretend it's a small benign knot and not do anything about it that's how you end up getting killed. this is why it it is such a dangerous thing and why i appreciate david cammeron for recognizing it for what it is. >> you know, back to august

of 2001, and then after 9/11 we all said to ourselves, we will never forget. have we forgotten, governor? >> well, it's not just that we have forgotten, mike. i think what's really tragic in this case is that we have the context of 9/11. we have a clear understanding of how radical and how vicious. how savage these radical islamists are and when al qaeda says that isis is too rough for them, and al qaeda were the ones who inflicted 9/11 on us, if that's not a wakeup call, then somehow, if we can't smell the coffee, our nostrils are completely stopped up which is what i think has happened to the white house. they can't smell the stink. something needs to happen over there i don't know if valerie jarrett is running the show. i don't know who is running it. but there is clearly a disconnect between reality and the white house, i think believes if they keep saying something that it will become true even though it isn't true. >> yeah.

and, governor, it doesn't appear that britain has forgotten. they have raised their terror level, threat level to severe, which their second highest and the highest that they have had in three years. david cammeron a week and a half ago came back early from his vacation while our president continued golfing in march that's vineyard after the beheading of the american journalist. i mean, it was such a tragedy, certainly and the tale of two leaders is certainly coming to a head this morning. the white house press secretary seems to be explaining all this way saying it's all of our fault here in the media and also the pentagon. listen to this. >> the president hasn't yet laid outrkksz a specific plan fr military action in syria. and the reason for that is simply that the pentagon is stem developing that plan. he is still reviewing. >> reaction that we had at the white house yesterday was not in response to the president's comments. it's in response to the way it was being reported. we listened to the president's news conference, watched your reporting and recognized that if we wanted people to have a very clear

understanding of what the president was trying to communicate, that we needed to engage you directly to do that. >> governor also heard from the pentagon's press searkt yesterday he said that america is always ready. we are always ready the underlying thought is that the president is just too reluctant to sign off on something and really commit to it. what do you make of the rift between the two that appears to be forming? >> anna, let me go out on a limb. there is difference between political spin and an outright level of lie and deceit. and it's one thing to spin something, to try to present truth in the most positive light that one can. that's spin. but when you say something that you know is fundamentally untrue, that's a lie. that's deceit. and i think what we are dealing with deceit. the reason i say that is because to blame the media, to somehow say we are ready, we just haven't signed off on it, but that's a direct contradiction. i think the reality is that the pentagon has operational plans and contingencies. my gosh, at the state level we had operational

contingencies for every tornado and earthquake and train derailment. we had those plans. sometimes they exceeded what we thought we were prepared for but we had plans. to say that the united states didn't have any plan whatsoever to deal with an uprising in iraq or the middle east. that's absurd. everyone understands that's absurd. >> didn't seem to want to implement this. to take the other side real quickly, governor, did cammeron lay out a strategy? we're the ones doing air strikes against isis, the brits aren't. >> well, what he laid out was that i think the key strategic point, is that you have to take it to its source. that was his statement to me that was fundamentally important. take it to its source. in other words, an air strike is fine. but you are reaching out to the branches of the tree. you have got to go to the trunk of the tree. that's what cammeron said that was so substantive and so different than what we are saying and what is so different than what we are doing. i want to say what i have been saying. it's time for the president to use his famous phone and his famous pen, make his

list using his pen, get on his phone, and call these leaders like in saudi and tell them take your 300 f-15s and you get in the battle. we're not going to fight all these battles for you. i think america needs to say enough. >> good call. i want to get your take, governor, on what's happening in argyle, texas, where the school district there now has a sign that says. this it's posted in public. please be aware that the staff a at argyle independent school district are armed and may use whatever force is necessarybecxp to protect our students. does this make the school safer? >> yes. absolutely it does. let's keep in mind something. some people saying oh my gosh you are arming teachers. if you had an armed police officer there you would probably say that's okay. these are people who have been through training with their weapons. they have been through psychological background tests. they have had training in the strategic use of those weapons in a school. so it's really not very different from having a resource officer. the difference is these

teachers are under cover. and nobody knows exactly which teacher it is but somebody goes into that school and they are not going to have 14 minutes all by themselves to kill a bunch of people. somebody is going to be shooting back at them. i guarantee you that would save lives in a situation where there was a school shooting. >> yeah, governor, a little while ago we had one of the moms, she has two daughters in that argyle stool school, the elementary school there this is what her opinion was about teachers with guns. >> i have no doubt that they would step into the line of fire to protect their kids. most of them have families of their own that they go home to each night. and, you know, i feel that if someone were to come into their classroom and threaten them or their students, i think they deserve the right to protect themselves. >> kind of backing up what you said, governor. >> absolutely. well, if i were a parent and i am a parent but my kids are grown but now my grabbed kids, if -- grand kids, if they were in a school and teachers were prepared to stand in front of my grand kids to protect them against
